The Elm Ridge Police Department was created by the Elm Ridge WCID and began operations in January of 2019. The police department is located at 700 Savannah Boulevard, Savannah, Texas 76227.

The police department operates 24 hours a day, 7 days a week. The police department lobby is open Monday through Friday from 8:00 A.M. to 5:00 P.M.

The Police Department has a current authorized strength of 26 police officers, which includes a Chief of Police, an Assistant Chief of Police, a Captain, 4 Patrol Sergeants, 1 Administrative Sergeant, 3 Detectives, and 14 Police Officers including a School Resource Officer for Savannah Elementary School and a canine handler.

Massingill

Mike Massingill, Interim Chief of Police

Interim Chief Mike Massingill began his law enforcement career in 1996 with the Coppell Police Department after attending Sam Houston State University.  Interim Chief Massingill has experience as a Patrol Sergeant, Criminal Investigations Detective and Sergeant, and Special Investigations Sergeant. Assistant Chief Massingill is also experienced as a Training Coordinator after serving in the Hiring and Training Section of the Coppell Police Department. 

Interim Chief Massingill is a graduate of the School of Police Supervision at the Institute for Law Enforcement Administration.  He honorably retired in 2019 from the Coppell Police Department after twenty-three years of service. Assistant Chief Massingill holds a Master Peace Officer license, Instructor Certificate, and a Firearms Instructor Certificate. 

Massingill joined the Elm Ridge Police Department in 2021 in a civilian capacity serving as the departments rangemaster, hiring manager, fleet manager, and Professional Standards. In 2024, Massingill was appointed as the Elm Ridge Police Department’s Support Services Captain overseeing the same duties as well as the department’s community relations and records units. Massingill was promoted to the department's first Assistant Chief of Police in 2025.

Smith

Darin Smith, Captain

Darin graduated from the Collin College Police Academy in October of 1991.  Darin began his career in Law Enforcement in March 1992 with the Collin County Sheriff’s Office.

 

In April 1994, Darin was hired by the Allen Police Department, where he spent the next 24 ½ years of his career until his retirement in November 2018. During his tenure with the Allen Police Department, seventeen of those years were assigned to the Criminal Investigations Division, where he gained knowledge and experience in numerous investigative arenas.  

 

Darin was assigned to the Drug Enforcement Administration (DEA) on a task force. The Task Force was developed as a strategic initiative involving federal, state, and local law enforcement to combat drug trafficking organizations in the Dallas/Ft. Worth, Texas, region. Darin gained invaluable experience in federal investigations.

 

On November 27, 2018, Darin began the next chapter of his Law Enforcement career by accepting a sergeant position with the Elm Ridge Police Department serving in patrol and criminal investigations. In 2024, Darin was appointed as the Elm Ridge Police Department’s Operations Captain.

Darin holds a Master Peace Officer certification and an Instructor certificate from the Texas Commission on Law Enforcement.
